A bill that would have allowed for cigar bars, businesses that serve and sell both cigars and alcohol for on-site consumption, failed in the Virginia Senate.

H.B. 1541 passed the Virginia House of Representatives on Feb. 13, but was defeated yesterday in the Senate 17-22 with one abstaining.

It would have created a special license for cigar shops that would allow for cigar shops to serve customers up to two 5-ounce glasses of wine, two 12-ounce glasses of beer or two mixed beverages containing no more than 2-ounces of liquor.

A similar bill also failed last year.
