Smoking Ban Fails in Duncan, S.C.

After passing its first reading just over a month ago, a smoking ban in Duncan, S.C. appeared to be a foregone conclusion, with Mayor Lisa Scott saying she expected it to pass its second reading on Tuesday night.

Yet when Councilman Keith Vaughn brought the motion up, it didn’t receive a second, resulting in its demise.

Had the bill passed, it would have implemented a ban on smoking in enclosed public spaces and created a 20-foot smoke-free zone around those areas. While the ordinance didn’t fail, it could still be revisited, revised and reintroduced in the future.

GoUpstate.com, who was the first to report the council’s vote, said that most of the objection from the council stemmed from placing undue burdens and restrictions on private businesses.

Duncan is located in the northwest corner of the state with a population of around 3,300 people.

I strive to capture the essence of a cigar and the people behind them in my work – every cigar you light up is the culmination of the work of countless people and often represents generations of struggle and stories. For me, it’s about so much more than the cigar – it’s about the story behind it, the experience of enjoying the work of artisans and the way that a good cigar can bring people together. In addition to my work with halfwheel, I’m the public address announcer for the Colorado Rockies and Arizona Diamondbacks during spring training, as well as for the Salt River Rafters of the Arizona Fall League, the WNBA's Phoenix Mercury and the Arizona Rattlers of the Indoor Football League. I also work in a number of roles for MLB.com, plus I'm a voice over artist. I previously covered the Phoenix and national cigar scene for Examiner.com, and was an editor for Cigar Snob magazine.
