Governor Mike Beebe signed House Bill 1531 into law on Tuesday morning, which caps the excise tax on cigars at 50 cents per cigar effective October 1, 2013.

The purpose of the bill was “to ensure the long-term funding of certain health care programs by encouraging in-state purchase of certain tobacco products.” The bill was filed by Rep. Andrea Lea and Senator David J. Sanders on February 27th, 2013 and moved quickly through the chamber before being sent to the governor for his signature on March 22.

According  to an advisory issued by Chris McCalla, legislative director for the International Premium Cigar & Pipe Retailers (IPCPR), Arkansas becomes the ninth state to put a cigar tax cap in place, joining Connecticut, Iowa, Michigan, New Hampshire, Oregon, Rhode Island, Washington, and Wisconsin.
